Gyeongbuk Office of Education Integrates and Abolishes 28.6% of Low-Satisfaction Education Projects, Saving 28.5 Billion Won in Sweeping Overhaul
The Gyeongbuk Office of Education (Superintendent Lim Jong-sik) announced on September 12 that it had carried out a comprehensive overhaul of its education policies from July to August to pave the way for a new leap forward in Gyeongbuk education.
This overhaul is the result of putting into practice the pledge made by Superintendent Lim Jong-sik during a press conference marking his third year in office, where he promised to boldly analyze education policies and projects and to integrate or abolish 30% of them.
Based on the "Gyeongsangbuk-do Office of Education Policy Management Ordinance," the overhaul was led by the Deputy Superintendent, with the Policy Management Committee conducting an in-depth review of the validity and effectiveness of each project.
Any supplementary matters identified during this process were sent to the relevant departments and finalized as the official overhaul plan.
Projects with low effectiveness or those that had continued merely as a matter of routine were mainly cited as reasons for abolition, with field satisfaction being the top priority.
The overhaul targeted 1,918 projects, excluding those based on legal mandates, the superintendent's pledges, or core tasks. Of these, 267 projects were scaled down or adjusted, and a bold 549 projects-28.6% of the total-were either integrated or abolished.
The Gyeongbuk Office of Education achieved concrete results by saving 28.5 billion won, which is 7.3% of the total budget for the targeted projects.
Above all, to fundamentally reduce administrative burdens at schools and eliminate similar or overlapping projects, 577 purpose-specific projects were intensively restructured. As a result, 23 projects were abolished, 2 were integrated, and 20 were converted to basic operating expenses, thereby significantly strengthening school-level autonomy and the efficiency of financial management.
The Gyeongbuk Office of Education plans to ensure that this overhaul is not a one-off measure by reflecting the results in the 2026 main budget. The resources and administrative capacity saved will be actively utilized to implement key policies and respond to new educational demands in Gyeongbuk education.

Superintendent Lim Jong-sik stated, "This sweeping overhaul is the embodiment of my educational philosophy to boldly remove what is unsatisfactory in the field and to firmly nurture what is necessary," adding, "By respecting the voices from the field, this will lay the foundation for building a future-oriented, student-centered education."
