Calls for Reducing Administrative Burden on Special Disaster Victims
Emphasizes Integration of Ethics and Emotional Education in AI Curriculum
Chungnam Provincial Council Member Minsoo Kim (Proportional Representation, Democratic Party of Korea) pointed out the unreasonable structure requiring disaster victims to apply directly for support when a special disaster area is declared, urging for "simplification of disaster support procedures and the establishment of a one-stop system."
He also addressed Chungnam-style artificial intelligence education, emphasizing the need for a "human-centered approach rather than a technology-centered one," and called for the integration of ethics and emotional education.
During the third plenary session of the 361st temporary meeting held on September 10, Assemblyman Kim stated, "Chungnam has declared 25 special disaster areas over the past four years, and out of 93,950 people affected, 71,642 received support during this period." He further pointed out, "Among the 37 support categories, only 18 can be provided through a one-stop process, while for the remaining 19, victims must apply directly."
He stressed, "It is an excessive burden for disaster victims, who have lost their livelihoods, to also deal with complex administrative procedures." He emphasized the need to "strengthen the notification system between institutions based on the National Disaster Management System (NDMS), simplify procedures, and operate an integrated service window."
Regarding educational administration, he stated, "Artificial intelligence has now become an essential part of life, but there are growing concerns about side effects such as distortion of human relationships and decreased social motivation." He urged that "Chungnam-style artificial intelligence education should go beyond technical skill acquisition and incorporate ethics and emotional education, so that students can form healthy relationships."

In addition, Assemblyman Kim called for improvements in various areas, including: attracting the National Cemetery to Chungnam; establishing a branch of Gongju Medical Center in Buyeo; ensuring fairness at the Chungnam Elderly Protection Agency; addressing waste disposal issues at Jeonjin Industry; fostering young farmers and promoting smart farms; signing MOUs and reporting agricultural product sales performance with large distribution companies; establishing and relocating agencies directly under the Office of Education; and improving school district designation criteria.
