Two Cases Selected at the Government Innovation Best Practices Competition
Citizen-Centered, Proactive Administration Stands Out
Nonsan City in South Chungcheong Province has set an example of administrative innovation by simultaneously being selected for two cases at the "2025 Government Innovation Best Practices Competition" through its public fund management reforms and the resolution of a 30-year unresolved landlocked area issue. Citizen-centered innovative administration is gaining attention as a model for local governments nationwide.
On September 4, Nonsan City announced that two of its cases were chosen as best practices at the "2025 Government Innovation Best Practices Competition" hosted by South Chungcheong Province. Only Nonsan City and Seosan City had multiple cases selected.
The city’s "Regional Gift Certificate Fund Management Innovation" involved actively operating unused temporary deposits in the main account through various financial products such as time deposits and MMDA accounts, resulting in a 1,990% increase in interest income within just one year. This was recognized as an innovation that enhanced both the productivity and accountability of public funds, and it has been evaluated as a model that other local governments across the country can reference.
In addition, the "Resolution of Landlocked Village Road" case addressed a village’s 30-year issue of inaccessible roads by utilizing a cadastral resurvey project.
The city persuaded residents and land co-owners over several years, mediated conflicts, and adjusted land boundaries to secure road land. This was acknowledged as a representative example of proactive, citizen-oriented administration that went beyond simply handling civil complaints and sought solutions directly in the field.
Mayor Baek Seonghyeon stated, "Innovation begins with not simply watching the inconveniences in our lives," adding, "We will continue to pursue proactive innovation and responsible administration that citizens can truly feel."
