The event was attended by Jang Soon Jae, Director of the Metropolitan Transportation Operation Bureau at the Metropolitan Area Transportation Committee, Kim Ki Beom, Director of the Rail, Port, and Logistics Bureau of Gyeonggi-do, as well as other related officials from the committee and Gyeonggi-do, who congratulated the launch of the unit.
The Railroad Business Unit of Gyeonggi Transportation Corporation is a core organization responsible for systematically managing all aspects of railway operations within Gyeonggi-do and implementing related policies.
Its main roles include establishing the foundation for railway operation projects, reviewing and improving relevant laws and systems, and fostering and strengthening the capabilities of railway professionals. In particular, the unit will focus on preparing for the operation of new lines such as the Dobongsan-Okjeong Line and establishing a stable management system for the existing railway network to enhance the quality of railway services within Gyeonggi-do. Through these efforts, the unit aims to secure both efficiency and public interest in railway operation, with the long-term goal of improving the level of railway-centered transportation services experienced by residents.
The Railroad Business Unit will establish phased operational strategies to secure practical railway operation capabilities. The unit plans to systematically advance the improvement of relevant laws and systems, expand professional human resources, and build a collaborative system with public institutions to ensure the stable establishment of Gyeonggi-do’s independent railway operations.
The launch of this unit is significant not merely as an expansion of the administrative organization, but as a step toward securing the independence of railway operations at the Gyeonggi-do level. By establishing a safe and reliable railway operation system based on public interest, it is expected to strengthen connectivity between modes of transportation, reduce commuting times, and increase convenience for users. In the long term, it is also expected to contribute to alleviating traffic congestion in the metropolitan area and building a sustainable transportation system.
Min Kyung Sun, President of Gyeonggi Transportation Corporation, stated, "With the launch of the Railroad Business Unit, we will realize safe and convenient railway services that residents can truly feel," and added, "We will steadily build the operational foundation through legal and institutional improvements and the training of professionals to establish a Gyeonggi-do style railway operation model."

Kim Ki Beom, Director of the Rail, Port, and Logistics Bureau of Gyeonggi-do, stated, "The Railroad Business Unit marks the starting point for Gyeonggi-do to secure transportation sovereignty and develop independent railway operation capabilities. We will actively support the resolution of transportation issues directly affecting residents’ daily lives and do our utmost to provide safe and efficient railway services."
Gyeonggi Transportation Corporation appointed Kim Seok Ho, former Head of the Operations Headquarters at Seoul Metro, as the first head of the unit. Kim Seok Ho successfully led projects such as the installation of shared offices and unmanned lockers to address Seoul Metro’s financial difficulties and played a key role in the selection of the operator for the GTX-A metropolitan express railway.
Meanwhile, in January last year, Gyeonggi Transportation Corporation produced and distributed the "2024 Comprehensive Railway Work Manual" to support the smooth execution of railway work at the provincial, city, and county levels. In March, the corporation also participated as a member in the launch ceremony of the "Urban Railway Operators Council," hosted by the Metropolitan Area Transportation Committee, to promote collaborative growth among urban railway operating agencies.
