With Governor Kim Taeheum’s direct proposals reflected in the new measures, affected residents are expected to receive meaningful compensation.
According to the province on August 21, Chungnam has repeatedly requested the adjustment of support payments at every opportunity, including a press conference on heavy rain damage countermeasures and on-site inspections by government ministries on July 22.
In particular, on August 1, Governor Kim Taeheum officially proposed expanding agricultural restoration costs and support for housing and small business damage during the first presidential meeting with provincial governors, actively persuading the central government.
On August 17, the government announced a recovery plan that accepted Chungnam Province’s requests, adding a “consolation payment” in addition to disaster relief funds and significantly increasing the overall level of support.
As a result, support for agricultural damage has been improved so that the restoration cost (replanting subsidy) is now fully covered at 100%, up from the previous 50%. Large-scale farms, such as those with strawberry seedling facilities, will now be able to achieve practical recovery.
Additionally, the province and city/county governments will allocate extra special support funds, providing 50% coverage for insured and uninsured farms, and 100% for farms unable to obtain insurance, to help resume farming operations quickly.
Support for housing damage has also been greatly strengthened. For homes completely destroyed (over 114㎡), disaster relief funds of 39.5 million won and consolation payments of 60 million won will be provided, with additional special support from the province and city/county governments of 20.5 million won, for a total compensation of up to 120 million won.
For partially destroyed homes, compensation will be about half of the amount provided for complete destruction. For flooded homes, a total of 9.5 million won will be provided, including 3.5 million won in disaster relief funds, 3.5 million won in consolation payments, and 2.5 million won in special support funds.
Support for small business owners whose shops were flooded has also increased from the previous 3 million won to a total of 14 million won. This includes 3 million won in disaster relief funds, 5 million won in consolation payments, and 6 million won in special support from the province and city/county governments, enabling practical recovery of interiors and equipment.
