The special investigation team announced that, starting from 4:00 p.m. on August 7, they have summoned former Minister Choi as a reference witness and are currently questioning him. The team is expected to verify allegations such as whether cabinet members abetted the insurrection, focusing on former Minister Choi.
Former Minister Choi attended the cabinet meeting held on December 3 of last year, ahead of the declaration of emergency martial law. In a previous prosecution investigation, Choi testified, "Among the cabinet members, I recall that only myself and former Foreign Minister Taeyul Cho expressed opposition to the declaration of martial law."

The special investigation team is expected to question what statements other cabinet members made, and the reasons why the declaration of martial law was not prevented, based on CCTV footage from the cabinet meeting before the declaration, which the team has already secured.
