Spreading a Culture of Integrity in the Public Sector
and Strengthening Communication with Residents

Gwangju Seo-gu District (District Mayor Kim Ikang) announced on July 29 that it will operate “Seo-gu Clean Talk,” a mobile-based integrity communication platform, to spread a culture of integrity within the public sector and strengthen communication with residents.

“Seo-gu Clean Talk” is a mobile integrity communication channel utilizing KakaoTalk, allowing both public officials and residents to easily access the service. The channel offers a variety of features, including: ▲ information on integrity-related systems ▲ guidance on reporting corruption and public interest violations ▲ channels for reporting illegal or unfair acts ▲ and submission of suggestions for institutional improvement.

In particular, the platform provides one-on-one real-time consultation services on anti-corruption systems such as the Improper Solicitation and Graft Act and the Conflict of Interest Prevention Act. All consultation content will be managed securely under a strict confidentiality policy.

The district plans to regularly produce and distribute integrity card news, webtoons, and video content through this platform every month. It will also use these resources to encourage resident participation and raise awareness of integrity culture.

District Mayor Kim Ikang stated, “Integrity is not only the foundation of ethics in the public sector, but also the starting point for trust within the community,” and added, “I hope that ‘Clean Talk’ will become an accessible channel for everyone to practice integrity in daily life and to share their voices together.”

Meanwhile, the district plans to strengthen its overall integrity policies in the second half of this year by providing customized integrity education for departments and administrative welfare centers with a high risk of conflict of interest, as well as conducting outreach consulting and promoting the public interest reporting system.
