Comprehensive Plan for Cardiovascular and Cerebrovascular Disease Management to Be Notified to Mayors, County Chiefs, and District Chiefs
Strengthening System Effectiveness by Expanding Authority of Local Government Heads
The government will now be required to notify not only provincial governments but also municipal and district governments of the Comprehensive Plan for Cardiovascular and Cerebrovascular Disease Management, which is established every five years.
The Ministry of Health and Welfare announced on June 24 that the Cabinet had approved a partial amendment to the Enforcement Decree of the Act on the Prevention and Management of Cardiovascular and Cerebrovascular Diseases containing this change. The amended decree will take effect from July 31.
The amendment expands the recipients of notifications regarding the Comprehensive Plan for Cardiovascular and Cerebrovascular Disease Management from provincial governors to mayors, county chiefs, and district chiefs. The purpose of this revision is to strengthen the authority of local government heads as the entities responsible for establishing the comprehensive plan.
The previous regulation, which required provincial governors to establish and evaluate an annual detailed implementation plan for the comprehensive plan, has been removed from the decree. This measure was taken in consideration of the fact that local governments have already been including detailed implementation plans for cardiovascular and cerebrovascular disease management in their regional healthcare plans. The Ministry of Health and Welfare explained that by eliminating ineffective regulations, the administrative burden has been reduced while the efficiency of the system's operation has been improved.

Jang Jaewon, Director of the Disease Policy Division at the Ministry of Health and Welfare, stated, "With this amendment to the enforcement decree, the authority of local governments in the process of formulating national cardiovascular and cerebrovascular disease management policies will be strengthened, while administrative burdens will be reduced. We expect this to contribute to more efficient management of cardiovascular and cerebrovascular diseases."
