Ministry of Health and Welfare Begins Formulating Third Basic Plan for Supporting Preparation for Old Age
The Ministry of Health and Welfare announced on May 22 that it has begun formulating the "Third Basic Plan for Supporting Preparation for Old Age."
The Basic Plan for Supporting Preparation for Old Age is based on the "Act on Supporting Preparation for Old Age" and aims to help citizens prepare for old age throughout their lives. The government establishes and implements this plan every five years to enable systematic preparation for old age in various areas, including finance, health, leisure, and interpersonal relationships. As the second basic plan, which has been in effect since 2021, concludes this year, a new plan covering the period from next year until 2030 must be established.
The Ministry explained that it will design effective policies focusing on four main strategies: universalization and enhanced accessibility of old age preparation services; advancement of customized service systems by life stage and sector; raising awareness and expanding participation across all generations; and upgrading the policy foundation and performance management system. To actively incorporate diverse opinions, the Ministry will hold a total of six old age preparation forums and sector-specific Focus Group Interviews (FGIs) by July. In addition, two public debates will be held between July and September to further specify policy tasks.
The draft plan will be prepared by September. After collecting opinions from relevant ministries and undergoing deliberation and resolution by the Low Birth Rate and Aging Society Committee, the third basic plan will be finalized and announced in December.
Kim Sanghee, Director of Population and Child Policy at the Ministry of Health and Welfare, stated, "Preparation for old age is a task that individuals and the nation must undertake together, and it is a key policy for a sustainable welfare state. We will collect a wide range of opinions and faithfully reflect them to ensure that an effective plan, which citizens can truly experience, is established."
