Gumi City Council Member Kim Minseong's Partial Amendment to Local Public Officials Service Ordinance Passes Plenary Session
Expansion of Annual Leave and Guarantee of Rest for Public Officials
Work-Life Balance Expected Through Enhanced Welfare
The partial amendment to the “Gumi City Council Local Public Officials Service Ordinance,” proposed by Kim Minseong, a member of the Gumi City Council (People Power Party, Songjeong, Wonpyeong, Hyeonggok 1 and 2-dong), was passed as originally drafted at the 2nd plenary session of the 287th extraordinary meeting on May 20, 2025.
This amendment was pursued to reflect the changes in the higher-level “Local Public Officials Service Regulations” and to substantially improve the welfare of public officials.
The revised ordinance expands the number of additional annual leave days based on the length of service for career and special career public officials. It also introduces a new system that allows public officials who experience temporary work overload to convert overtime hours into annual leave, thereby guaranteeing them rest.
Kim Minseong stated, “We have improved the system so that affiliated public officials can have opportunities for self-development while maintaining a work-life balance,” adding, “As a city council member, I will continue to pay close attention and make every effort to ensure that council staff can fulfill their duties while also fully enjoying the welfare benefits guaranteed by law.”
Through this ordinance amendment, the Gumi City Council has established an institutional foundation to support the welfare of public officials and to create a healthy working environment.
