Gyeonggi Province to Provide Up to 20 Million Won in Emergency Repair Support for Jeonse Fraud Victim Homes...First in the Nation
Gyeonggi Province will provide up to 20 million won in emergency repair support for homes affected by jeonse fraud.
On May 1, Gyeonggi Province announced that it will launch the "Emergency Management Support Project for Jeonse Fraud Victim Homes," which will provide up to 20 million won in construction costs for homes affected by jeonse fraud that require urgent repairs to ensure safety. Applications will be accepted starting May 9 through the relevant city or county office (or local housing welfare center).
This project is based on the "Special Act on Support for Victims of Jeonse Fraud and Residential Stability," which was amended in September last year. After a pilot program in November of the same year, detailed provisions were included in the "Gyeonggi Province Ordinance on Support for Jeonse Victims" passed by the Gyeonggi Provincial Council in April 2025.
A significant number of tenants who have suffered from jeonse fraud continue to reside in the affected homes even when the landlord's whereabouts are unknown or contact has been lost.
These tenants are exposed to serious threats to residential safety because, in the absence of the landlord, they cannot receive appropriate measures when various facilities in the home break down or safety issues arise. In response, Gyeonggi Province has established a support system to enable swift action when urgent repairs are needed to protect these tenants.
The support targets cases where tenants affected by jeonse fraud are living in homes that urgently require repairs for safety or damage recovery, but the landlord's whereabouts are unknown or contact has been lost.
For repairs in common areas (such as fire safety, elevators, electrical and lighting systems, safety facilities, security equipment, waterproofing, and plumbing in shared spaces of apartment complexes), up to 20 million won will be provided. For repairs in exclusive areas (spaces used by individual households), up to 5 million won will be provided. If a household determined to be a jeonse fraud victim is vacant, fire safety management and elevator maintenance costs will be covered for the vacant household only.
Gyeonggi Province plans to select the homes eligible for support through on-site inspections (jointly conducted by the province and cities/counties) and a selection committee at the Gyeonggi Jeonse Fraud Victim Support Center.
