Mokpo National University Signs Talent Development MOU with Jeollanam-do and Haesong Offshore Wind Power 1·3
Establishing Industry-Academia-Government Cooperation
for Professional Talent Development and Job Creation
Mokpo National University (President Song Hacheol) announced on April 23 that it had signed a three-party memorandum of understanding (MOU) at Hotel Hyundai by Lahan Mokpo with Jeollanam-do (Governor Kim Youngrok) and Haesong Offshore Wind Power 1·3 Co., Ltd. (CEO Thomas Wiebe Poulsen) to foster professionals in offshore wind power and create local jobs.
The purpose of this agreement is to establish a joint implementation system in which industry, academia, and government work together organically, with the goal of revitalizing the offshore wind power industry in Jeollanam-do and nurturing sustainable local talent. The offshore wind power industry is being highlighted as a future growth engine for the region, and cultivating specialized talent and creating stable jobs to support this industry has emerged as an essential task.

View original imageThe main contents of the agreement include: ▲ providing practical offshore wind power project internships at the Haesong Offshore Wind Power Mokpo office for Mokpo National University students; ▲ jointly developing and operating educational programs such as lectures, workshops, and training sessions related to offshore wind power; ▲ administrative support and internal and external promotion by Jeollanam-do; and ▲ co-hosting a global capstone design contest.
Through this agreement, Mokpo National University is expected to nurture practical talent in the offshore wind power sector, which is attracting attention as a future industry for the region, and to provide students with tangible opportunities for career planning and employment.
In addition, Jeollanam-do is expected to strengthen the foundation of the offshore wind power industry ecosystem and contribute to the creation of local jobs. This is anticipated to play an important role in addressing the issues of population decline and the outflow of young people from the region.
President Song Hacheol stated, "This agreement will serve as an opportunity to foster global professionals in the offshore wind power sector," and added, "Through close cooperation among industry, academia, and government, we will create a leading model for sustainable regional growth and the development of future industries."
Park Changhwan, Vice Governor for Economic Affairs of Jeollanam-do, said, "Offshore wind power is a core industry that will shape the future of Jeollanam-do," and continued, "Through this agreement, we will actively support local talent to become competitive on the global stage and help Jeonnam establish itself as a leading region in the offshore wind power industry."
Lee Beopju, Executive Director and Project Lead at Haesong Offshore Wind Power, promised, "Haesong Offshore Wind Power Co., Ltd. will actively support practical education and employment linkage for local talent through industry-government-academia cooperation, in addition to our world-class technological capabilities."
This MOU was held as part of a talent development agreement ceremony and an offshore wind power industry supply chain company briefing session, which took place prior to the main event. It is being recognized as a meaningful first step in preparing for the future together with the local community and industry.
