Dongtan Tram Construction in Hwaseong on Track... Phase 1 Bid Notice Announced for 611.4 Billion Won Project

The process of selecting a construction contractor has begun for the Dongtan Urban Railway (Dongtan Tram), which will connect major areas such as Dongtan and Byeongjeom in Hwaseong, Gyeonggi Province, as well as neighboring cities including Suwon and Osan.
Hwaseong City has completed the preliminary administrative procedures for Phase 1 of the Dongtan Tram project and, on April 18, posted a bid notice on the Public Procurement Service's Nara Marketplace.
The Phase 1 construction project announced in this bid covers a total length of 31.55 kilometers. The route consists of two lines: 17.82 kilometers from Byeongjeom Station to Dongtan Station to the train depot, and 13.73 kilometers from Mangpo Station to Dongtan Station to Banggyo-dong. The route will include 33 stations, one train depot, and one bridge. The estimated project cost is 611.396 billion won.
The bidding will be conducted using a basic design technical proposal method, and the project will proceed with a design-build (fast-track) approach. The bidder with the highest combined score?calculated by weighting the design score at 70% and the price score at 30%?will be selected as the final design contractor.
The city plans to hold a site briefing session to explain the project plan and bidding requirements in May. After about four months of technical proposal evaluation, the final design contractor will be selected. The city intends to begin construction in priority sections as soon as the contractor is selected. If the bidding process proceeds as scheduled, the city expects to be able to start construction on priority sections in the second half of this year.
Previously, the city shortened the administrative process leading up to the bid announcement by about three months by utilizing the Public Procurement Service's "pre-review system for technical bidding" for this project. To ensure smooth project implementation, the construction budget was also adjusted to reflect current costs. By adding 2025 standard labor and overhead costs to the original basic design, the total project budget was increased by 13.2 billion won. The city explained that this measure was taken to reduce the risk of bid failure and encourage active participation from construction companies.

Jung Myunggeun, Mayor of Hwaseong, stated, "The Dongtan Tram is a key project that will bring positive changes to all aspects of citizens' lives, going beyond simply providing transportation infrastructure." He added, "We will thoroughly prepare for the start of construction through proactive measures such as introducing the pre-review system and adjusting the construction budget to reflect reality."
