Representative Park Suhyeon Proposes 'Photography Promotion Act'... Establishes Basis for National-Level Support
Park Soo-hyun, a member of the National Assembly's Culture, Sports and Tourism Committee (Democratic Party, Gongju-Buyeo-Cheongyang, Chungnam), announced on the 10th that he has proposed the "Act on the Promotion of Photography," which mainly includes support measures necessary for establishing a national basic plan for the promotion of photography and facilitating related technological development.
Park explained the background of the proposal, saying, "A legal foundation for the promotion of photography, which can lead to the development of creative photographic works and the cultivation of talent, is urgently needed."
The bill stipulates that the Minister of Culture, Sports and Tourism must establish a basic plan for the promotion of photography every five years, and detailed implementation plans must be established annually.
In addition, it requires the preparation of policies to protect intellectual property rights to invigorate photographic creation, and obligates the state and local governments to implement policies that promote the creation, production, development, and distribution of photographic works.
In particular, the bill also provides a legal basis for supporting the overseas expansion of the domestic photography industry through participation in and hosting of international exhibitions and expositions, which is expected to help strengthen global competitiveness.
On the same day, Park also proposed a revision to the "Act on the Establishment of the Korea National University of Cultural Heritage."
The amendment includes provisions to allow the university to have separate researchers in addition to professors, and to establish a legal basis for cooperation and joint research with domestic and international institutions, as well as support for start-ups.
Park stated, "If the bill passes, research capabilities related to the photography industry and traditional culture will be further strengthened, and through a virtuous cycle of nurturing professional talent, it will contribute to job creation and revitalization of the local economy," adding, "I will do my best to ensure the bill passes swiftly through in-depth discussions at the standing committee level."
