Jeonju City Reviews Plans to Supply 'Cheongchunbyeolchae' for Youth Housing Stability

Record Competition Rate of 52.9 to 1
The city of Jeonju, Jeollabuk-do, recorded a high competition rate of 52.9:1 for the recruitment of the 'Cheongchun Byeolchae' project, which is being promoted to support youth housing stability and independence, with a total of 1,322 applicants.
According to the city on the 28th, it has determined that its customized housing support policy is meeting actual demand and has decided to review ways to increase the supply of 'Cheongchun Byeolchae'.

'Cheongchun Byeolchae' is a public rental housing project designed to reduce the housing burden on young people and help them establish a stable living foundation. This year, the city plans to supply a total of 82 units.
This round of supply will not only provide 23 new units for new residents, but also adjust the rent for 47 existing residents to 10,000 won per month to match the contract period of the new residents. An additional 12 units will be supplied in the second half of the year.
The city analyzes that the high competition rate is due to the significant reduction in rent for Jeonju's youth public rental housing, which was already at about 40% of the market rate, being lowered to 10,000 won per month with the implementation of 'Cheongchun Byeolchae' this year.
It is also expected that the combination of a pleasant living environment, excellent urban accessibility, and youth-tailored support has further increased interest in 'Cheongchun Byeolchae'.
To ease the initial settlement burden for residents, the city has equipped each unit with a washing machine, refrigerator, and air conditioner as standard, helping to reduce moving costs. Such thoughtful consideration is expected to reduce economic burdens and help young people prepare for their futures more actively in a stable housing environment.
The city plans to continuously expand supply to reflect the high housing demand among young people. Specifically, 59 additional units will be supplied next year, and by 2028, a total of 210 units of 'Cheongchun Byeolchae', including newly built homes, will be provided to offer a more stable housing environment to more young people.
This year's supply of 'Cheongchun Byeolchae' involves purchasing and remodeling existing multi-family houses and offering them to young people at affordable rents. Eligibility is limited to unmarried young people without homes (aged 19-39, including university students and job seekers) who meet public housing income and asset requirements. In particular, those who meet the no-home requirement can reside for up to 10 years, which is expected to provide substantial help to young people in vulnerable housing situations.
Mayor Woo Beomgi said, "The high competition rate in the recruitment for 'Cheongchun Byeolchae' reflects the urgent demand for housing stability among young people," adding, "The city will continue to review supply expansion in response to this demand so that more young people can benefit."
