President of the Singapore Supreme Court Visits Seoul Rehabilitation Court... Sharing International Insolvency and Corporate Bankruptcy Systems

"Expecting a Comparative Law Approach to Insolvency Cases"
The delegation led by Sundaresh Menon, Chief Justice of Singapore, visited the Seoul Bankruptcy Court to share information on related systems and current status regarding international insolvency and corporate insolvency.
On the 12th, the Bankruptcy Court announced that the delegation, including Chief Justice Sundaresh Menon of Singapore, exchanged information and opinions on the systems and current status of international insolvency and corporate insolvency between the two countries during their visit on the previous day (the 11th). The Seoul Bankruptcy Court signed a Memorandum of Understanding (MOU) for "mutual close exchange and cooperation" with the Supreme Court of Singapore on May 16, 2018.
The visit began with a tour of the comprehensive civil affairs office and courtrooms, followed by a briefing by the Seoul Bankruptcy Court, and then a briefing and Q&A session by the Singapore Chief Justice’s delegation. Judge Yoo Jeong-hwa, in charge of international cooperation at the Seoul Bankruptcy Court, moderated the event.
Judge Yoo introduced the Seoul Bankruptcy Court’s system related to corporate insolvency, explained the contents of the MOU signed with the Supreme Court of Singapore in 2018, and discussed international insolvency practices. During the briefing by the Singapore delegation, Justice Aidan Chu explained Singapore’s role in international insolvency, including the Judicial Insolvency Network (JIN) guidelines, and recent trends in corporate insolvency system improvements.
During the Q&A session, judges from the Seoul Bankruptcy Court directly questioned the delegation about topics such as "the current status of corporate insolvency system improvements in Singapore" and "experiences of international insolvency cooperation through direct communication between courts of the Supreme Court of Singapore," and received answers.
At the event, Jung Jun-young, President of the Seoul Bankruptcy Court, noted that last year the court received over 30,000 individual insolvency applications and more than 1,000 corporate insolvency applications, emphasizing that the court’s mission is to help individuals and companies make a fresh start and recover. He also expressed expectations that the visit by the Singapore Chief Justice’s delegation would provide a comparative law approach to the efficient resolution of insolvency cases, reflecting recent developments in Singapore’s corporate insolvency system.

Following this, Sundaresh Menon, Chief Justice of Singapore, stated that through this visit, he became convinced that there is much potential to further develop cooperation between the courts of the two countries. He expressed strong interest within the judiciary in how to advance cooperative relationships in the field of international insolvency and hoped that future discussions between the courts of both countries would grow further to make meaningful contributions to the development of cross-border legal rules.
