O Se-hoon Repeatedly Calls for 'Regulatory Reform'
Differentiation in Martial Law and Impeachment Crisis?
Focus on Strengthened Economic Measures
Seoul Mayor Oh Se-hoon's message of 'deregulation' has continued for a week. He aims to overcome the worsening public hardships caused by political instability and economic uncertainty through regulatory reform.
According to Seoul City on the 8th, Mayor Oh has expressed his determination to abolish regulations every day since the beginning of the new year, starting with his New Year's address. In his address, he declared a 'war on regulations' and on the 2nd and 3rd, he instructed all Seoul City Hall employees to propose ideas for deregulation. On the weekend of the 5th, he introduced the first deregulation plan, which eased the ratio of non-residential uses in residential complex buildings within commercial and semi-residential areas. On the 6th and 7th, he met with Chey Tae-won, chairman of the Korea Chamber of Commerce and Industry, and district mayors to convey his deregulation plans.
The background for Mayor Oh setting 'deregulation' as the key policy issue for the new year lies in the domestic demand contraction caused by the martial law situation and impeachment political turmoil. Amid worsening public hardships due to political instability and economic uncertainty, he intends to first free the business sector's hands and feet.
He is also strengthening on-site inspections of public hardships. Soon, a large-scale debate will be held where citizens can directly share their stories about 'absurd regulations.' Citizens will propose deregulation ideas, and the mayor and city officials will respond immediately on the spot.
The topics to be addressed will be 'everyday absurd regulations that everyone can relate to.' For example, support for postpartum helpers was applied differently to mothers-in-law and mothers of new mothers, and in families with three children, if the eldest is over 18, the other children do not receive multi-child benefits. These issues were all improved through the 'Absurd Regulation National Contest' conducted by the government last month.
Mayor Oh also expects various opinions to emerge through Seoul City's large debate. During the preparation stage, Seoul City is reportedly reviewing countermeasures in anticipation of a flood of proposals and criticisms related to construction and housing redevelopment projects, food service industry, clothing industry, traditional markets, personal mobility devices and autonomous driving businesses, and single-use item regulations. The goal is to abolish unnecessary regulations within the first quarter and achieve visible results.
