Contributing to the Revitalization of Local Autonomy and the Discovery of Resident Happiness Policies
Kim Hyang-ran, a member of the Geochang County Council in Gyeongnam, received the Grand Prize in the Basic Council category at the ‘2024 Korea Local Autonomy Evaluation-Linked Legislative Policy Awards’ ceremony held at the National Assembly Members' Office Building's main conference room.
Organized by the Yeouido Policy Research Institute, the Legislative Policy Awards is a prestigious honor that selects outstanding council members who have contributed to the revitalization of local autonomy and the discovery of policies for residents' happiness.

View original imageThe awardees are selected based on an objective statistical review evaluating local council members' fulfillment of pledges, ordinance enactment, and contributions to regional policies throughout the year.
This year alone, Councilor Kim initiated the enactment and revision of five ordinances as the main proposer and co-proposed 23 ordinances, suggesting various policies to revitalize the local economy and address local extinction and population decline, thereby contributing to the welfare and convenience of residents.
In particular, to solve the problems of population decline and youth outflow, she proposed expanding youth employment and establishing childcare infrastructure, along with various youth support projects.
Additionally, she urged improvements in childbirth and childcare environments through the relocation of Geochang Red Cross Hospital and the installation of a public postpartum care center. She also worked to attract tourists by normalizing the Geochang International Theater Festival and revitalizing cultural tourism, and strived to strengthen the city’s status as an educational and cultural hub through the establishment of an art museum.
