‘Integrity Effort’ 13 Points Higher Than Overall Public Institution Average...Top Score Among Urban Railway Operators

Seoul Metro (President Baek Ho) announced that it has been selected as an excellent institution for four consecutive years in the 2024 Comprehensive Integrity Evaluation of Public Institutions conducted by the Anti-Corruption and Civil Rights Commission.
It is the highest score among investment institutions under the Seoul Metropolitan Government.
The Anti-Corruption and Civil Rights Commission conducts an annual comprehensive integrity evaluation to promote and support anti-corruption efforts at various levels of institutions and to spread awareness and culture of integrity. The comprehensive integrity score is calculated by combining integrity perception (60%) and anti-corruption effort (40%), and the results are announced in grades from 1 to 5. In 2024, the evaluation was conducted on 716 institutions.
Seoul Metro received an outstanding evaluation especially in the “Integrity Effort” category, which assesses the institution’s anti-corruption performance and efforts, including improvements in corruption-vulnerable areas. It scored 9.4 points higher than the average of local public corporations and public organizations, and 13 points higher than the overall average of public institutions. It also achieved the highest score among six urban railway operators nationwide.
The integrity effort indicators include ▲establishment and foundation of anti-corruption implementation plans ▲focused improvement of corruption-vulnerable areas ▲interest and efforts of the head of the institution (including senior officials) ▲enhancement of the effectiveness of anti-corruption and integrity education ▲maintenance of factors causing corruption ▲efforts to self-inspect fraudulent claims of public funds ▲private cooperation to spread integrity culture ▲establishment of anti-corruption systems ▲sharing and spreading of anti-corruption policy cases ▲and internal member perception surveys on anti-corruption policies.
Throughout 2024, Seoul Metro promoted measures such as supplementing the work evaluation system and establishing strong work discipline to focus on improving corruption-vulnerable areas. To establish and spread a sustainable culture of integrity, it made various efforts including strengthening communication with the MZ generation, activating the irregularity reporting center, and improving the whistleblower protection system.
To achieve co-growth in integrity with other institutions, Seoul Metro also participated as a mentor institution in the integrity consulting program promoted by the Anti-Corruption and Civil Rights Commission, earning additional points.
“Integrity Consulting” is a program led by the Anti-Corruption and Civil Rights Commission that matches institutions with excellent comprehensive integrity scores as mentors with relatively underperforming mentee institutions to diagnose causes and provide customized solutions to improve the overall integrity level of public institutions. In 2024, Seoul Metro conducted consulting with two mentee institutions, both of which improved their comprehensive integrity rating to grade 1.
