View original imageKim Byung-joo, a Supreme Council member of the Democratic Party of Korea, raised suspicions that former Intelligence Commanding General Noh Sang-won gave orders to Intelligence Service colonels to "prepare for martial law" two days before the declaration of the December 3 emergency martial law.
On the 17th, Kim said on SBS Radio’s ‘Kim Tae-hyun’s Political Show,’ “There are many reports that Noh Sang-won played a key role in the martial law,” adding, “It seems that on December 1, there was a meeting of four Intelligence Service members where they said, ‘Martial law is coming, so prepare.’” He continued, “December 1 is two days before the martial law was declared. At that time, the Intelligence Commander and four colonels who played the most crucial roles in the Intelligence Service met near Sangnoksu Station around lunchtime and seemed to have given the mission to ‘prepare for the imminent martial law.’”
He claimed, “Former Intelligence Commander Noh Sang-won is the core planner of the insurrection,” and stated, “I believe that retired General Noh, who knows the Intelligence Service well, continuously advised former Minister of National Defense Kim Yong-hyun and planned these key operations.”
He further explained, “The Intelligence Service usually handles highly confidential tasks that must not be exposed externally, such as intelligence on North Korea, covert operations, infiltration, kidnapping of key figures, assassination, and wiretapping,” and analyzed, “Since former General Noh had extensive experience as Intelligence Commander, he is someone who understands this mechanism better than anyone else.”
He added, “It seems that former Minister Kim Yong-hyun carried out a personal coup d’?tat with former General Noh acting as an unofficial power broker,” and said, “They created a secret organization using retired General Noh as a cell-like structure, and I believe this was mobilized in the recent personal coup.”
Kim also claimed that former General Noh appeared to have recruited Intelligence Service colonels by dangling promotions as bait. He said, “Previously, when the Black Agent list was leaked, the blacklisted agents who had gone to China all returned, and the intelligence network almost collapsed,” adding, “At that point, the Intelligence Commander should have been replaced, and although it was decided that he would be replaced this time, he was retained after just one day. I suspect that former General Noh played a role in this and said, ‘I will keep him in office, so cooperate with this.’”
Regarding the suspicion that former General Noh ordered the four Intelligence Service members at the December 1 meeting to “secure the National Election Commission server” related to election fraud, Kim analyzed, “Last month, they exchanged materials from far-right YouTubers about election fraud, summarizing and organizing them by saying, ‘Analyze this well. If this is analyzed properly, election fraud can be confirmed.’”

Meanwhile, the Special Investigation Unit of the National Police Agency applied for a pre-trial detention warrant for former Intelligence Commander Noh on charges including insurrection on the same day.
