The court ruled, "It is difficult to view the appointment of seven pro-government KBS board members by the president, following the recommendation and resolution of the Korea Communications Commission under the so-called 'dual leadership system,' as clearly illegal and invalid. Accordingly, it is also difficult to conclude that the board resolution in this case is invalid."
