Paju-si Strengthens Crackdown on Illegal Sales Banners... Direct Fines Imposed on Developers
Gyeonggi Paju City has taken strong administrative measures against developers who habitually post illegal sales banners.
On the 20th, Paju City imposed fines on two regional housing cooperatives that habitually posted illegal sales banners, mainly around the Unjeong New Town area. This action was taken in accordance with the Outdoor Advertising Act, which requires banners to be displayed only in pre-approved locations.
As apartment sales-related banners have indiscriminately increased throughout Paju City due to the development of Unjeong New Town, Paju City formed advertising monitoring teams at the city hall and in each eup, myeon, and dong to remove illegal banners regardless of weekdays or weekends. As a result, the city urged the two developers who habitually installed illegal banners to stop posting them, but since they did not comply, fines were imposed.
This measure is distinguished by the fact that fines, which had previously been imposed on advertising agencies, were directly imposed on the developers. Paju City decided to hold the developers legally responsible, judging them to be the actual parties responsible for posting illegal advertisements. Furthermore, if illegal activities continue even after the fines are imposed, the city plans to respond strictly to illegal advertising postings through strong legal actions such as criminal complaints.

Jang Hye-hyun, head of the Architecture and Design Division of Paju City, said, “If banners are installed illegally and indiscriminately, continuously damaging the cityscape or causing inconvenience to citizens, we will not only remove the banners but also take administrative actions against the parties with actual responsibility, such as the developers, to ensure the effectiveness of the crackdown.”
