Promotion of Customized 'Easy-to-Understand Loan Product Guide' for People with Developmental Disabilities
The financial authorities, Korea Employment Agency for the Disabled, and the Korea Federation of Banks are promoting the production of an 'Easy-to-Understand Loan Product Guide' to improve financial accessibility for people with developmental disabilities.
On the 20th, the Financial Services Commission held a meeting with the Korea Employment Agency for the Disabled and the Korea Federation of Banks to discuss plans for creating a loan product guide for people with developmental disabilities. This is a follow-up measure in response to the National Human Rights Commission's recommendation in August to produce a financial product guide that considers the characteristics of people with developmental disabilities.
The newly produced guide will explain the basic concepts and terms necessary for loan contracts in an easy-to-understand manner and present various documents used in the actual contract process tailored to the perspective of people with developmental disabilities. In particular, to prevent repayment burdens caused by indiscriminate loans, the guide will also cover the necessity of suitability and appropriateness verification procedures, credit management, and the importance of collateral.
The participating organizations will form a working-level consultative body to specify the contents of the guide, complete it by the third quarter of next year after consulting with instructors for people with developmental disabilities and having it reviewed by people with developmental disabilities. The completed guide will be distributed to 59 affiliated institutions of the Korea Employment Agency for the Disabled and bank branches nationwide, to be used as educational materials for financial education for people with developmental disabilities and as counseling materials at bank counters.
Prior to this, the Financial Supervisory Service guided financial associations to revise their manuals for responding to people with disabilities and strengthen staff training, and once the guide is completed, it will be reflected in the work manuals of each financial company.
