‘Y-Project’ Business Changed According to Market Statements
“Criticism of Lack of Concrete Execution, Operation Plans, and Content”
Concerns have been raised that the ‘Y-Project’ actively promoted by Gwangju City is undergoing frequent changes based on Mayor Kang Ki-jung’s remarks, resulting in what is being called a “370 billion KRW desk-based administration.”
Lee Gwi-soon, a member of the Gwangju City Council (Democratic Party, Gwangsan-gu 4), strongly criticized during the administrative audit of Gwangju City on the 4th, stating, “Although the environmental conditions have not changed, the project is being altered while ignoring the ‘Basic Concept and Feasibility Study Report’ created at a cost of about 800 million KRW,” and added, “Pledge projects planned and changed according to the mayor’s preferences are being carried out without question despite difficult financial conditions.”
Gwangju City’s ‘Y-Project’ is a set of 20 projects aimed at restoring the clean water of the Yeongsan River and creating a waterfront space along the 100-ri Yeongsan River trail, with a total budget of 373.2 billion KRW to be invested by 2030.
Councilor Lee pointed out, “The delay in relocating the military airport is not a matter of a day or two, so I cannot agree with spending 30 million KRW to conduct another ‘Strategic Basic Plan Study’ for the Y-Bridge on this basis.”
She also criticized, “The ‘Asia Water History Theme Experience Center’ is being pushed forward recklessly without resolving access roads and traffic issues, which is desk-based administration. Simply building a facility without proper planning will only increase future operational burdens. Even if national funding is secured, it is a matter to consider when there is no plan for future facility operation methods and content.”

In response, Lee Seung-gyu, head of Gwangju City’s New Vitality Promotion Headquarters, said, “We will consider minimizing public support for operating expenses,” and added, “Since the water experience center and swimming pool will be developed as a complex, we will promote it so that self-generated income is maximized.”
