Pocheon City Selects 3 Districts for 2025 Cadastral Resurvey Project
Ugeum District, Gisan 2 District, Uncheon 6 District... Taking Steps to Resolve Boundary Disputes
Pocheon City, Gyeonggi Province (Mayor Baek Young-hyun) announced on the 31st that it has selected three districts?Ugeum District, Gisan 2 District, and Uncheon 6 District (1,187 parcels, 463,855㎡)?as target areas for the 2025 cadastral resurvey project and has established an implementation plan.
Pocheon City has been promoting the cadastral resurvey project by selecting project districts mainly in urban areas where property rights were difficult to exercise due to cadastral discrepancies. From 2012 to this year, the city has completed projects in 18 districts, covering a total of 7,652 parcels.
The newly selected Ugeum District and Gisan 2 District are areas densely populated with buildings (factories, commercial buildings, and houses) where boundary disputes were frequent. Uncheon 6 District has been designated as 'Land Subject to Registration Correction' since 1995, which halted cadastral surveying and restricted property rights exercise.
Accordingly, Pocheon City secured 168,787,000 KRW in national funds and 57,765,000 KRW in city funds and plans to carry out the cadastral resurvey project for two years starting January 2025.
The project procedures include ▲collecting consent forms and holding residents’ briefings ▲entrusting the responsible executing agency ▲conducting land status surveys and cadastral resurvey measurements ▲boundary determination and objection submission ▲boundary confirmation ▲project completion announcement and preparation of new cadastral records ▲registration request ▲payment and collection of adjustment fees.
The cadastral resurvey project aligns the actual status of the land with the registered details in the cadastral records to resolve boundary disputes, protect property rights through clear boundary setting, and enhance the land’s utilization value. Additionally, citizens’ burdens are reduced as acquisition tax, capital gains tax, and registration costs related to adjustment fees arising from changes in land area are exempted.

A Pocheon City official stated, “The cadastral resurvey project is carried out with the active cooperation of landowners. To designate a project district, consent from at least two-thirds of the total number of landowners and two-thirds of the land area in each district is required. We ask for the active participation and cooperation of landowners.” He added, “Pocheon City will continue to do its best to resolve boundary disputes and provide accurate cadastral information.”
