Gwangju City announced on the 24th that it has designated the seven-day period from the 25th to the 31st as a special countermeasure period ahead of Halloween Day, and will strengthen safety management at five locations, including the back gate of Chonnam National University, where large crowds are expected.

Gwangju City is strengthening safety management at five locations, including the back gate of Chonnam National University, where crowd congestion is expected ahead of Halloween Day (October 31).
The city has designated the period from the 25th to the 31st as a special countermeasure period and will focus on managing Dongmyeong-dong in Dong-gu, Sangmu District in Seo-gu, Yangnim-dong in Nam-gu, the back gate of Chonnam National University in Buk-gu, and the Cheomdan District in Gwangsan-gu. Together with related agencies, the city plans to implement preventive measures through pre-inspections and on-site patrol activities, and manage crowd density in real time using a crowd management system.
During pre-inspections, the following will be checked on-site: ▲ removal of walking obstacles such as illegal storage and trash bins ▲ verification of operation of public announcement facilities and closed-circuit television (CCTV) ▲ control measures to restrict access to hazardous areas such as ventilation shafts ▲ safety measures for sidewalks that are cracked, sunken, slippery, or buildings under construction. The city will also patrol the sites frequently to monitor the situation.
In addition, to ensure rapid response in case of incidents, a disaster response team will be formed with local districts, police, fire departments, and other related agencies, maintaining the disaster safety communication network (PS-LTE). In emergencies, the city plans to immediately disseminate information on crowd congestion and behavioral guidelines through emergency disaster text messages.
Since the Itaewon incident, Gwangju City has been strengthening safety management for organizer-less festivals and events such as Halloween since last year. This year as well, the city has established a safety management plan and is thoroughly preparing for any possible situations by holding countermeasure meetings with related agencies.
