View original imageYongsan-gu, Seoul (District Mayor Park Hee-young) announced on the 21st that it has finalized safety management measures and established a cooperative system with related organizations to prevent safety accidents in preparation for 'Halloween Day' at the end of this month. This establishment of safety management measures is the first case of preparing safety management plans for regional festivals without organizers in the area following the revision of the law.
During the Halloween Day safety management period, the district held a joint countermeasure meeting with related organizations to prepare safety management and traffic control plans due to crowd congestion. The expected period of crowd concentration for this year's Halloween Day is from October 25 to November 3, and the district decided to focus all efforts on safety management for 10 days. The key management areas are designated as Itaewon World Food Culture Street and Quinon-gil, with safety management also conducted in Haebangchon and Gyeongridan-gil.
The main measures include ▲ operation of a joint situation room with related organizations ▲ operation of disaster safety communication networks among related organizations ▲ strengthening monitoring at the disaster safety situation room and integrated control center ▲ deployment of safety management support personnel by related organizations ▲ crowd congestion management and traffic control ▲ pre-inspection and intensified crackdown on safety hazards ▲ safety-related publicity.
The joint on-site situation room with related organizations will be installed at Noksapyeong Station Plaza. The Yongsan-gu Office disaster safety situation room, the intelligent crowd management selective control system, and the integrated control center for security CCTV will be linked to thoroughly conduct real-time intensive monitoring and situation management of areas expected to have large crowds.
For smooth crowd management, a total of 4,156 safety management personnel will be deployed at key points such as Itaewon World Food Culture Street and Quinon-gil, including 720 from Yongsan-gu, 2,964 police officers, 168 firefighters, and 304 from Seoul Metro.
Based on the number of passengers alighting at Itaewon Station, crowd management measures will be implemented by strengthening personnel and equipment operation according to the congestion level: ▲ Level 1 Caution (around 3,000 people) ▲ Level 2 Alert (around 5,000 people) ▲ Level 3 Serious (around 8,000 people).
In the key management areas of World Food Culture Street and Quinon-gil, safety personnel will be deployed to guide safe passage according to the on-site situation. During Level 1 Caution, free passage is allowed; at Level 2 Alert, crowd inflow to World Food Culture Street will be controlled and entrances and exits will be separated; at Level 3 Serious, crowd inflow will be blocked, and reserve forces besides safety personnel will be deployed to guide movement to the main roads.
Traffic management will also be carried out according to the crowd management level. At Level 1 Caution, management will focus on parking and stopping control and pedestrian flow at intersections. From Level 2 Alert, lanes will be controlled to secure pedestrian walkways and exclusive lanes for emergency and emergency vehicles will be secured. Additionally, joint situation assessment meetings with related organizations will be held and rapid responses will be made according to the on-site situation.
The district will conduct pre-inspections (October 14?24) of safety hazards and strengthen crackdowns to minimize inconvenience to residents and visitors. In particular, illegal street vendors, roadside deposits, and outdoor advertisements around Itaewon World Food Culture Street will be intensively cracked down on, and illegal parking and outdoor business activities will be strictly managed.
