North Korea issued a major statement from the Ministry of Foreign Affairs the day before, claiming that "the Republic of Korea committed a serious political and military provocation by infiltrating drones into Pyongyang," and asserted that South Korean drones distributed leaflets over Pyongyang late at night on March 9 and 10. About an hour after that, the Joint Chiefs of Staff reported that North Korea was releasing trash balloons.
Regarding this, the Joint Chiefs of Staff stated, "We cannot verify the truth of North Korea's claims," and urged, "North Korea should refrain from reckless actions and exercise restraint. If any form of threat to the safety of our citizens occurs, we will respond decisively."
