Daegu City Council Member Kim Jeongok Calls for Systematic Support for Lifelong Education for the Disabled... Proposes Ordinance
Kim Jeongok, a member of the Daegu Metropolitan Council (People Power Party, Proportional Representation), announced on the 4th that she will propose the "Daegu Metropolitan City Ordinance on Support for Lifelong Education for Persons with Disabilities" during the temporary session, aiming to systematically support lifelong education for people with disabilities.
Kim Jeongok stated, "With the rapidly changing social environment and aging population, the importance of lifelong education is increasing, and all citizens should be able to enjoy the right to lifelong education without discrimination." She added, "Although the quality and variety of lifelong education programs have improved, participation by people with disabilities remains lower than that of non-disabled individuals, and the learning environment is still lacking, making institutional support absolutely necessary." She explained this as the background for proposing the ordinance.
As awareness of participation in lifelong education for people with disabilities grows, many local governments have enacted separate ordinances to support lifelong education for persons with disabilities, in addition to ordinances promoting lifelong education. However, Kim Jeongok pointed out that the "Daegu Metropolitan City Lifelong Education Promotion Ordinance" only broadly mentions lifelong education for people with disabilities, making it difficult to reflect the specific needs of disabled education or provide structured support.
This proposed ordinance includes provisions for systematic support of lifelong education for people with disabilities, such as establishing annual implementation plans and conducting surveys, providing the basis for lifelong education support projects and funding for stable lifelong education, and delegating the professional operation of lifelong education facilities for people with disabilities.
Kim Jeongok expressed her hopes that this ordinance will revitalize lifelong education for people with disabilities, and urged, "Daegu Metropolitan City should implement lifelong education that reflects the characteristics and needs of people with disabilities, increase their participation in lifelong education, and strive to improve their quality of life."
