Lee Jae-myung, leader of the Democratic Party of Korea, urged "careful and immediate measures from the central and local governments" as heavy rain caused widespread damage across the country overnight on the 21st.
In a post on Facebook that day, Lee made this request to the government. He emphasized that "safety comes first above all," and asked, "I hope all by-election candidate camps prioritize residents' safety before election campaigning."
Originally, Lee planned to visit the 10·16 by-election areas starting with Ganghwa County in Incheon in the morning, but due to worsening weather conditions, the visit to Ganghwa County was postponed to another day.
