Goyang-si Improves 'Delinquent Vehicle Collection Rate' Through Voluntary Deregistration of Over-Age Vehicles
Collected over 38 million KRW in small fines in cooperation with car scrapyards
Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 19th that it has resolved the issue of small-amount seizure processing for delinquent vehicles through the voluntary deregistration system for vehicles exceeding their age limit, significantly improving the collection rate.
Since March 2023, the city has collected a total of 38,643,510 KRW from about 150 vehicles through this policy.
The voluntary deregistration system for vehicles exceeding their age limit works by linking the scrap compensation received when the owner leaves the vehicle at a scrapyard to the payment of delinquent amounts.
This system is regarded as a case that solved the problem of small-amount delinquent vehicles, which were difficult to collect, by encouraging vehicle owners to voluntarily scrap their vehicles through cooperation with scrapyards.
In particular, it proved to be an effective method to induce owners to voluntarily pay their delinquent amounts.

A city official stated, “We will continue to address the issue of small-amount delinquencies by strengthening public awareness and cooperation with scrapyards.”
