This agreement was established to provide energy voucher welfare registration to welfare blind spots who are either unaware of the energy voucher program or unable to apply for or use it due to mobility difficulties.
Energy voucher welfare registration is a service where post office delivery workers visit target households to guide them on how to apply for and use energy vouchers, as well as to survey the heating and cooling environment of the residence and the level of awareness of the system.
