They also took time to ensure autonomy according to the conditions and characteristics of kindergartens and daycare centers.
A staff member from a public kindergarten pointed out institutional problems where public kindergartens are marginalized during the integration process and early childhood education shifts from education to a form of care.
Additionally, daycare center directors expressed frustration, criticizing the Ministry of Education's policy for causing confusion in the integration policy and failing to present clear alternatives.
Park Junhee, an education supervisor at the Wando Office of Education, stated, “Many aspects of the integration policy are still undecided. For the policy to be properly implemented, the fundamental purpose of early childhood education is important,” and emphasized, “The fundamental goal is the rights and happiness of young children. To properly reflect voices from the field, looking from the perspective of children rather than adults will achieve the rights and happiness of young children.”
