Superintendent Kim Jicheol: "We Will Support the Reinstatement of Teachers Excluded from Appointment Due to Political Incidents"

Kim Jicheol, Superintendent of Education for Chungnam, has apologized to teachers who were excluded from appointment due to their involvement in political incidents during the 1980s and 1990s.
According to the Chungnam Office of Education on the 26th, Superintendent Kim stated on social media the previous day, "I apologize for the fact that the then Chungnam Board of Education (now the Chungnam Office of Education) excluded individuals from appointment without reasonable grounds, despite there being no legal disqualifications for public service appointments, simply by following the Ministry of Education's guidelines at the time."
He added, "There are 186 individuals nationwide who were excluded from appointment according to the decision of the Truth and Reconciliation Commission, and it is expected that there may be more victims who require further investigation. We will provide the utmost support to ensure that no one is unfairly excluded."
Superintendent Kim also said, "We will form a Committee for the Review of Recovery for Teachers Excluded from Appointment and begin the legally prescribed procedures for recovery for those affected. We will also work even harder to promote democratic citizenship education so that such incidents do not recur."
Previously, the Truth and Reconciliation Commission determined last year that "excluding teachers from appointment solely due to involvement in political incidents during the 1980s and 1990s was an illegal and unjust act that infringed upon basic rights guaranteed by the Constitution," and recommended follow-up legislation. As a result, since the 10th of this month, the "Special Act on Measures for the Recovery of Damages for Teachers Excluded from Appointment Due to Political Incidents" has been in effect.
