The recording device is designed as a case that holds the employee ID and is worn around the neck. When the emergency button is pressed, it can record conversations for up to six hours. The city explained that if illegal acts by complainants occur during the complaint handling process, the recordings from this device will be secured as evidence.
In addition, the city added that it has posted signs in the complaint office informing that the device is in operation to prevent verbal abuse or threats from complainants in advance.
