On Signals of Ukraine Negotiations... Russia Says "Positions Align but Details Are Important"
The Kremlin responded in principle to Ukraine's position expressing a desire for dialogue and negotiations with Russia, stating, "It aligns with our position."
According to Sputnik News Agency, Dmitry Peskov, the Kremlin spokesperson, said at a briefing on the 24th (local time), "That message itself can be said to align with our position."
He added, "Russia has never refused negotiations and has maintained an open attitude toward the negotiation process," and said, "The unknown details are important." This implies that they are waiting for further explanations.
On the same day, the Chinese Ministry of Foreign Affairs reported that Dmytro Kuleba, Ukraine's Foreign Minister, met with Wang Yi, Director of the Central Foreign Affairs Office of the Communist Party of China (also serving as Foreign Minister), and expressed readiness to negotiate with Russia regarding the conflict that has continued for over two years.
Earlier, Ukrainian President Volodymyr Zelensky stated at a press conference on the 15th that a Russian delegation would also be invited to the second Ukraine Peace Conference scheduled for November.
So far, President Zelensky has advocated a "peace formula" demanding the withdrawal of Russian troops. In response, Russian President Vladimir Putin stated that a ceasefire would only be possible if Ukrainian forces withdrew from territories occupied by Russia. He also criticized that peace has not been achieved because President Zelensky signed a decree in the fall of 2022 banning negotiations with President Putin.

Maria Zakharova, spokesperson for the Russian Ministry of Foreign Affairs, emphasized at a briefing that President Zelensky cannot be trusted. Zakharova said, "No one trusts him," adding, "Everyone fully understands that he is someone who can twist everything, lie, and abandon everything as if sacrificing Ukrainians on the altar."
