Chungnam Provincial Council Vows to Become the Most Efficient and Innovative Assembly

View original imageThe latter half of the 12th Chungnam Provincial Council has pledged to become "the most effective and innovative council."
At a press conference held on the 11th, Chairman Hong Seonghyeon stated, "We will present the most authentic local council in the history of the provincial assembly," and expressed his ambition, "We will move beyond outdated practices and formalities to create a new, high-performing council."
The latter half of the 12th Chungnam Provincial Council will strengthen the professionalism of legislative activities based on the principles of de-authoritarianism and breaking away from old conventions.
To achieve this, a performance-based personnel system will be established, grounded in objective evaluation data. In addition, work orders unrelated to legislative activities will be minimized, and incentives for staff performance will be expanded.
Efforts will also be made to improve ordinance-making, which is considered the core of legislative activities. With the increase in overlapping ordinances, both pre-legislative review and post-legislative evaluation will be strengthened.
Chairman Hong said, "The recent resignations of young public officials are occurring because the public sector is unable to keep up with the rapidly changing society," and added, "Since the focus is more on protocol than on respecting the professionalism of staff, it is difficult to improve the quality of legislative activities."
He continued, "To strengthen the core function of the Secretariat, which is to support professional legislative activities, we will minimize work orders unrelated to legislative tasks," and emphasized, "We will transform the organization from one where there is no accountability for not working, to one where recognition is given through performance."
He also said, "By gaining the consensus of all 48 council members, we will focus on creating quality ordinances that reflect the unique characteristics of Chungnam Province and address policy gaps, rather than simply increasing the number of ordinances. We will also develop improvement measures for the operation of provincial government questions and five-minute speeches."
Regarding the reversal of personnel announcements for positions of grade 5 and above, he commented, "I was inaugurated on the first day and could not make an accurate judgment; it was not due to an invisible hand, but rather my own inexperience."
As for his future plans, he stated, "I am not eligible to run for Chungnam Superintendent of Education, and I have no intention of running for Cheonan Mayor. However, having been in politics for a long time and with the position of People Power Party Cheonan-gap constituency party committee chair currently vacant, I am considering running for that position."
