Minister Cho said, "This not only violates the purpose and intent of the organization's establishment as defined by law but is also an act by the medical community that betrays the trust of the public, which is very regrettable and unfortunate," adding, "Collective refusal of medical services that threatens patients' lives cannot be justified for any reason."
