Saving emergency patients' lives with priority signals for emergency vehicles

Since 2022, the city has invested 9.5 billion KRW to establish ITS including Roadside Base Stations (DSRC-RSE), smart intersections and crosswalks, and an emergency vehicle priority signal system. The city is efficiently managing traffic information and enhancing the convenience of the traffic system through automated and optimized operations.
In particular, through the Korea Intelligent Transportation System Association, traffic volume at intersections, average travel time, and speed were measured for two months before and after the ITS installation. As a result, the average travel speed on seven major roads including Beonyeong-ro and Ssangyong-daero increased by 7%, from 22.4 km/h to 24 km/h, and the average control delay at intersections decreased by 9.5%, from 70.9 seconds to 64.2 seconds.
Additionally, awareness of the signal system and ITS, as well as satisfaction with the emergency vehicle priority signal system and smart crosswalks, were found to have improved.
According to a survey conducted with 100 transport workers and citizens based on the Ministry of Land, Infrastructure and Transport’s traffic survey guidelines, satisfaction with the signal system increased from an average of 60.2 points before ITS installation to 67.8 points.
Awareness of the smart crosswalk system rose from 60.6 points to 66.4 points, and pedestrian safety enhancement increased from 79 points to 81.6 points.
Awareness of the emergency vehicle priority system increased from 61.4 points to 68.4 points, and accident prevention slightly improved from 86.4 points to 87.4 points.
There was also a case where the emergency vehicle priority system helped secure the golden time for a patient in an emergency.
On April 15, the Cheonan Seobuk Fire Station transported a cardiac arrest patient to Dankook University Hospital without stopping by using the emergency vehicle priority signal, ultimately saving the patient’s life.
