Special Act on Jeonse Fraud, Grain Act Issues Pointed Out
"Chairman Kim Is Not the Type to Submit Hasty Bills"
Choo Kyung-ho, floor leader of the People Power Party, criticized the Democratic Party of Korea's move to forcibly pass contentious bills such as the Grain Management Act and the Special Act on Jeonse Fraud, calling it "not the behavior of a normal opposition party."

View original imageAt the floor leaders' meeting held at the National Assembly on the 28th, Choo said, "The bills that the Democratic Party is trying to forcibly pass in today's plenary session are all bills that have failed to gain legal review, social discussion, and public consensus, and have failed to reach bipartisan agreement," adding, "The Democratic Party's strategy is to forcibly pass the bills and induce vetoes to shout impeachment again."
The bills pointed out by Floor Leader Choo at the meeting included the Special Prosecutor Act for Chae Sang-byeong, the Special Act on Jeonse Fraud, the Democratic Meritorious Persons Act, the Grain Management Act (Yanggok Act), and the Agricultural Product Price Stabilization Act (Nongan Act).
He stated, "The Special Act on Jeonse Fraud, which the opposition plans to pass today, has been pointed out by experts to have legal issues and problems with enforceability," adding, "In particular, due to the ineffectiveness of the 'rescue first, recovery later' approach, it is difficult to provide prompt relief to victims of jeonse fraud, and if trillions of won of massive national funds are invested and later recovery is difficult, the loss will be passed on entirely to the public burden." He further said, "If this law remains as a precedent, issues of fairness with similar fraud victims may arise, so it must be carefully examined," and added, "The ruling and opposition parties already reached a difficult agreement last June to enact a special law on jeonse fraud victims to alleviate their suffering."
Regarding the Democratic Meritorious Persons Act, Floor Leader Choo said, "Determining the scope of compensation for damages caused by the democratization movement and deciding who should be honored as heroes worthy of the people's respect are issues of different dimensions," and "First, public consensus must be formed on whether to honor those related to the democratization movement, who have already been compensated under the Democratization Compensation Act, as meritorious persons through separate legislation." He also said, "This law has ambiguous criteria for reviewing the standards for democratic meritorious persons and allows arbitrary judgment by the Ministry of Patriots and Veterans Affairs," emphasizing, "If this law passes and someone is recognized as a democratic meritorious person, even their children receive special admission privileges to universities through a special selection process. Is this really a normal law?"
Regarding the Grain Management Act and the Agricultural Product Price Stabilization Act, he said, "The Grain Management Act does not premise supply and demand management, which raises concerns about a vicious cycle of production concentration on crops with high farming convenience, oversupply, and price decline," adding, "At least 3 trillion won in fiscal expenditure is expected for the Grain Management Act and the Agricultural Product Price Stabilization Act. Is it really normal to pass bills that impose such enormous public funds without government discussion and bipartisan agreement?"

Floor Leader Choo appealed to National Assembly Speaker Kim Jin-pyo to uphold the spirit of bipartisan agreement. He said, "The National Assembly Act is a law based on the spirit of bipartisan agreement. I believe the Speaker is not someone who would submit hastily prepared bills to the plenary session without proper legal review as a foul play," adding, "If Speaker Kim carefully examines each controversial bill, he would not be able to submit such bills."
