Seoul City-Nowon-gu-HDC Hyundai Development Team Up for Gwangwoon University Station Area Development

View original imageOn the 22nd at 3 PM, Oh Seung-rok, Mayor of Nowon District, Seoul, signed a tripartite business agreement among Seoul City, Nowon District, and Hyundai Development Company at Seoul City Hall to facilitate the smooth progress of the Gwangwoon University Station area development project.
The Gwangwoon University Station area development project is a large-scale complex development aimed at transforming the dusty and noisy, aging logistics site into a new economic hub in the northeastern region, featuring a luxury residential complex up to 49 stories high along with job creation opportunities.
The site was selected in 2009 as a pre-negotiation target for Seoul City’s urban planning change. However, the project faced difficulties such as two failed private sector bids due to high land acquisition costs, permit burdens, and excessive project expenses. Additionally, at the end of 2020, when operations at the Gwangwoon University Station logistics site were halted, unauthorized occupation protests by members of the Port Workers' Union demanding alternative jobs and compensation posed a significant challenge.
Thanks to the district’s active mediation, disputes between the project implementer Hyundai Development Company and the Port Workers' Union were amicably resolved. Following the demolition of the logistics warehouse and silo, the district unit plan was finalized in 2023, and this MOU marks the fruition of ongoing efforts.
Through this agreement, Seoul City and Nowon District will support and implement administrative procedures, while Hyundai Development Company will actively cooperate with the relocation of its headquarters. Construction is scheduled to begin in September 2024, with a target completion date in 2028. The district plans to actively cooperate to ensure the project proceeds without setbacks.

Oh Seung-rok, Mayor of Nowon District, said, "It is very meaningful to sign this agreement today, 15 years after the Gwangwoon University logistics site was designated as a redevelopment site through pre-negotiation. On behalf of the residents of Nowon, I thank Mayor Oh Se-hoon and Representative Choi Ik-hoon." He added, "Just as we united to resolve the Port Workers' Union’s cement factory occupation incident, I promise to spare no administrative support throughout the project’s progress."
