Resolution Urging the Establishment of National Incheon Maritime University Passes Incheon City Council Standing Committee
Assemblyman Kim Yong-hee: "No University for Training Professionals in Marine Industry Hub"
A resolution urging the establishment of the National Incheon Maritime University has passed the standing committee of the Incheon Metropolitan Council.
According to the city council on the 17th, the resolution, jointly proposed by all 40 council members led by Councilor Kim Yong-hee (National·Yeonsu 2), was approved by the Administrative and Safety Committee the day before.
The resolution states that the establishment of the National Incheon Maritime University will play a key role in nurturing specialized personnel in the maritime field, promoting related research and technological development, and growing Incheon into a global leader in the maritime industry.
It also emphasizes that the university will serve a pivotal function in leading South Korea’s global maritime industry, which is directly linked to strengthening national competitiveness.
If the resolution is adopted at the 2nd plenary session of the 294th extraordinary meeting on the 20th, it will be delivered to relevant government bodies including the Presidential Office, the National Assembly, the Ministry of Education, the Ministry of the Interior and Safety, and the Ministry of Oceans and Fisheries.
Councilor Kim stated, "Incheon is a representative maritime city of South Korea with 168 islands. Incheon Port ranks among the top 10 worldwide in container throughput and handles about 30% of the country’s maritime trade volume. With the linkage between Incheon New Port and Incheon International Airport, international logistics are increasing, leading to rapid growth in the maritime and port industries."
He continued, "Despite being the center of such maritime industries, Incheon lacks a university dedicated to nurturing specialized personnel, making systematic development of the maritime industry difficult. Although there have been several efforts to establish the National Incheon Maritime University, they have failed due to opposition from other regions and legal issues. Overcoming these difficulties and establishing the university requires active cooperation and support from the government and the National Assembly."
He also argued, "The government and the National Assembly should promptly enact a special law for the establishment of the National Incheon Maritime University and secure the necessary budget. The Ministry of Education should simplify the legal and administrative procedures required for university establishment and seek ways to flexibly apply related regulations such as the Capital Region Readjustment Planning Act."

Furthermore, he said, "The Ministry of Oceans and Fisheries should recognize the establishment of the National Incheon Maritime University as a core task for the development of the maritime industry and actively promote it. Incheon City should spare no administrative support and work together with the education sector and citizens to do its best for the establishment."
