Busan City Conducts Comprehensive Crackdown on Illegal Distribution of Local Love Gift Certificate Dongbaekjeon
From April 13 to May 31, Dongbaekjeon Operation Agency Busan Bank Consortium Collaborates
On-site Inspections, Phone and Written Checks... Plan to Crack Down on Franchise Store Fraudulent Distribution Status
Busan City, together with the Busan Bank consortium operating the Dongbaekjeon, will conduct a three-week intensive crackdown on the illegal distribution of the Busan Local Love Gift Certificate Dongbaekjeon from the 13th to May 31st.
This crackdown has been organized to establish a sound distribution order for the local love gift certificates.
The intensive crackdown on illegal distribution started in the first half of 2021 and this is the seventh time. The city plans to monitor the illegal distribution status of all affiliated stores through various methods such as prior education, on-site inspections, and telephone and written confirmations.
Based on suspicious transaction data extracted through the operating agency, as well as resident reports received at the reporting center and call center, the city will conduct a preliminary analysis to select target affiliated stores for the crackdown. Then, inspection teams formed by the city will visit the target stores to directly verify whether illegal distribution is occurring.
The key focus areas of the illegal distribution crackdown include refusal to accept payment with the local love gift certificates, demanding additional charges, and accepting gift certificates exceeding the actual transaction amount.
The main types of violations detected in previous crackdowns were ▲ affiliated stores falsely registered in non-eligible business categories but operating restricted businesses ▲ receiving local love gift certificates without providing goods or services ▲ accepting gift certificates exceeding the actual transaction amount ▲ exchanging fraudulently obtained gift certificates for cash ▲ refusing payment with local love gift certificates or demanding additional charges.

Shin Chang-ho, Director of the Digital Economy Innovation Office of the city, stated, “Since Dongbaekjeon is a mobile-type gift certificate, the possibility of illegal distribution is low, but as Dongbaekjeon has become embedded in citizens’ daily lives, our city will continue to carry out crackdowns to eradicate illegal distribution.” He added, “We also ask citizens to actively cooperate with this crackdown by reporting illegal distribution activities to the reporting center and call center.”
