The Ministry of Culture, Sports and Tourism announced on the 7th that it will hold a legislative notice period until June 13 for the enforcement ordinance draft of the "Art Promotion Act," scheduled to be implemented on July 26.

View original imageInstitutions, organizations, or individuals with opinions can submit their views online through the National Participation Legislation Center or submit a written opinion to the Minister of Culture, Sports and Tourism, including the submitter's name, address, phone number, and itemized opinions on the notice.
The "Art Promotion Act," enacted on July 25 last year, focuses on ▲establishing an institutional foundation for systematic art promotion policies and introducing a public art bank ▲laying the institutional groundwork to support the art industry in an organized manner ▲introducing a resale royalty right to protect artists' rights.
The enforcement ordinance draft of the "Art Promotion Act" currently under legislative notice includes provisions related to establishing the institutional foundation and introducing the public art bank.
However, the art service business registration system for incorporating the art industry into the institutional framework (to be implemented on July 26, 2026) and the resale royalty right (to be implemented on July 26, 2027) will have subordinate legislation prepared in accordance with their respective enforcement dates.
Along with the legislative notice of the enforcement ordinance draft of the "Art Promotion Act," the Ministry of Culture, Sports and Tourism will also hold expert meetings and public hearings to gather field opinions. First, in May, opinions will be heard from experts in various art-related fields such as creation, criticism, exhibition, distribution, administration, management, international exchange, and law.
On the 23rd at 10 a.m., a public hearing will be held at the Multipurpose Hall of the Artist's House in Daehak-ro, Jongno-gu, Seoul. The public hearing will explain the main contents of the enforcement ordinance draft of the "Art Promotion Act," followed by expert discussions and Q&A sessions with attendees. Anyone interested can attend without prior application.
