"Focusing on Life-Oriented Projects" ... Changwon Special City Prepares Supplementary Budget of 4.1467 Trillion Won
One Step Closer to Citizens' Daily Lives
Changwon Special City in Gyeongnam announced on the 29th that it has prepared the first supplementary budget of the year, amounting to 4.1467 trillion won, focusing on “life-oriented projects” to improve the quality of life and the sense of well-being of its citizens.
The total size of this budget is 4.1467 trillion won, an increase of 439.4 billion won (11.85%) compared to the existing budget. Of this, the general account increased by 394.7 billion won (12.18%) to 3.6364 trillion won, and the special account increased by 44.7 billion won (9.61%) to 510.3 billion won. By expenditure sector, the largest increases were in social welfare with 88.7 billion won, industry, small and medium enterprises and energy with 74 billion won, environment with 66.9 billion won, transportation and logistics with 65.9 billion won, and agriculture, forestry, marine and fisheries with 48.3 billion won.
In particular, the first supplementary budget of this year includes “life-oriented projects” discovered through reporting meetings by departments, bureaus, offices, and district offices since March, aiming to further boost initiatives that increase citizen convenience.
Since the beginning of the year, Hong Nampyo, Mayor of Changwon Special City, has repeatedly emphasized that while the past two years of city administration laid the foundation for innovative growth, from now on, it will lead definite changes in the daily lives of citizens.
Key projects selected by the city itself include ▲ 600 million won for the modernization of aging children’s parks in Uichang-gu ▲ 20 million won for reconstruction of Hwacheon Civil Service Center ▲ 100 million won for the creation of a park golf course in Samjeongja Park ▲ 1.5 billion won for road image improvement projects at major gateways in Seongsan-gu ▲ 400 million won for the redevelopment of Jasan Pine Forest Park ▲ 10 million won for the installation of a large bell in Masan ▲ 500 million won for revitalizing Samgakji Park including the creation of a memorial park ▲ 30 million won for the creation of Ducheok Park (camping park) at the foot of Muhaksan Mountain ▲ 900 million won for installation of multipurpose sports facilities in the central Jinhae area ▲ 30 million won for the construction of the Jinhae Eastern Living Culture Center.
Additionally, the supplementary budget includes projects pledged in the 8th elected administration such as ▲ 2.2 billion won for establishing an AI big data-based medical and bio advanced equipment research and manufacturing center ▲ 1.3 billion won for the Changwon Newcomer Support Fund project ▲ 960 million won for the creation of Daesan Park Golf Course ▲ 480 million won for compensation for free bus rides for senior citizens within the city ▲ 350 million won for youth job creation linked to new industries.
Mayor Hong Nampyo stated, “Although the city’s available resources are in a more difficult situation than ever due to the combined effects of decreased tax revenue and increased expenditure demands, it is a time when selection and concentration of projects are necessary to lead changes that citizens can feel.” He added, “We will swiftly promote the ‘life-oriented projects’ included in this supplementary budget to not only improve citizen satisfaction but also alleviate psychological anxiety caused by high inflation, thereby getting one step closer to the daily lives of our citizens.”

Meanwhile, the first supplementary budget for Changwon City in 2024 is scheduled to be finalized on May 16 after review and approval by the 133rd Changwon City Council (extraordinary session) starting May 3.
