Mr. A, who was diagnosed with a walking disability after artificial joint surgery, said he has a yellow disabled parking permit. The problem began when he moved to a new apartment. Having moved to his current apartment about a year ago, Mr. A soon witnessed a shocking situation: the disabled-only parking spaces within the apartment complex were being used as a recycling station.

He said, "About two days a week, recycling is done over approximately four parking spaces," adding, "The problem is that the disabled parking spaces are right in front of the main entrance, so they spread out the recycling here." He revealed that on days when recycling is done, he can’t even think about parking due to the already severe parking shortage in the complex.
Even on days when recycling is not done, the parking shortage remains a problem. Due to the small size of the apartment complex, double parking is frequent. The issue is that residents double park even in front of the disabled-only parking spaces, making it impossible for him to park. Mr. A lamented, "Because there are hardly any parking spots, residents double park in front of the disabled parking spaces even though they know they will be fined," and added, "I’m afraid to report it because there aren’t many disabled drivers, so I worry about being identified immediately."

He said he is at a loss, not knowing which agency to contact. Earlier on the 25th, another post titled "There are disabled-only parking spaces that only meet the formality" was uploaded to a different online community, sparking controversy. The poster, Mr. A, wrote, "The disabled-only parking space is made so narrow that even compact cars cannot park," and added, "I found this while visiting near my workplace, and it’s surprising that such a place exists in 2024." The photo shows a disabled-only parking space located at the corner of a building, with several wooden boxes stacked high in the parking area.
The space looks cramped, making it difficult to park a vehicle. Judging by the wooden boxes stacked in the parking space, it is presumed to be mainly used for other purposes. However, it is a reality that many disabled-only parking spaces do not comply with regulations. Netizens who saw the photo commented negatively, saying things like, "Is this for wheelchairs only to park?" "This really crosses the line," and "No matter what, this is just too much."
According to Article 17, Paragraph 4 of the Act on the Promotion of Convenience for the Disabled, the Elderly, and Pregnant Women, a fine of 100,000 KRW can be imposed if a vehicle without a disabled parking permit parks in a disabled-only parking space. Additionally, if objects are piled up in the disabled-only parking space or if the passage is blocked, thereby obstructing parking, a fine of 500,000 KRW can be imposed under the Enforcement Decree of the Act on the Promotion of Convenience for the Disabled, the Elderly, and Pregnant Women. Furthermore, the parking space dimensions for disabled-only parking must be at least 2 meters wide and 6 meters long per vehicle when arranged in parallel parking format.
