Gwanak-gu Accelerates Efforts to Prevent Violent Crimes and Create a Safe Gwanak
This Year’s Crime Prevention Budget Increased by 161% to 12.7 Billion Won Compared to Last Year... Focus on Expanding Crime Prevention Infrastructure... Last Year’s Crime Prevention T/F Operation and Public-Private Joint Patrols Led to Continued Decrease in Violent Crime Cases
Gwanak-gu (District Mayor Park Jun-hee) is accelerating the implementation of projects related to creating a safe Gwanak by establishing a 'Comprehensive Measures for Violent Crime Prevention' this year, following last year.
In response to a series of violent crimes occurring last year during abnormal periods, the district collaborated with various organizations to vigorously promote crime prevention measures, including ▲operating a Violent Crime Prevention T/F ▲conducting joint patrols by civilians, government, and police. As a result, the number of violent crimes throughout Gwanak-gu has been steadily decreasing since September last year.
This year, the district has allocated 12.7 billion KRW for crime prevention projects, an increase of 161% (2.6 times) compared to last year, and established a 'Comprehensive Measures for Violent Crime Prevention' containing 26 measures across 4 sectors that residents can tangibly feel.
In particular, about 10 billion KRW will be allocated this year to focus on 'expanding crime prevention infrastructure.'
Looking at each sector, the first is 'expanding crime prevention infrastructure' to fundamentally block the desire to commit crimes.
The district plans to invest 8 billion KRW to install 19% more closed-circuit televisions (CCTV) compared to last year. A total of 1,131 units will be installed at 305 locations throughout Gwanak-gu, including ▲roads ▲hiking trails ▲parks ▲sidewalks ▲overpasses.
Additionally, in the crime-vulnerable areas such as the forest trails of Gwanaksan Mountain, the district will expand 'National Point Number Signboards' by 71% compared to last year, invest 1.2 billion KRW to increase and maintain security lights in blind spots, and allocate 600 million KRW and 100 million KRW respectively for creating safe alleys and repairing facilities for women’s safe return paths, thereby creating a more thorough urban safety infrastructure.
The second sector is 'strengthening on-site patrols' focused on safety-vulnerable areas.
The district will reduce safety blind spots by ▲operating 'Safety Keepers' for constant patrols on Gwanaksan Mountain trails ▲strengthening patrols by the 'Autonomous Crime Prevention Team' over 12 times a month in crime-prone sections ▲continuing the operation of 'Safe Return Scouts' to assist safe returns during late-night hours.
The third sector is 'expanding crime prevention projects' to prevent violent crime victims.
The district will continue various projects including ▲supporting four types of safe home sets for single-person households (including CCTV) ▲operating the 24-hour smart safety system 'Ansim-i App' ▲running 'Safe Keeper Houses' for evacuation during crisis situations ▲conducting 'on-site consulting' for four high-risk areas with experts.
Moreover, from a long-term perspective, the district operates various projects with the local community to respond to crimes in daily life. These include ▲operating 'Mental Health Management' to early detect neglected mental illness patients and provide customized mental health services ▲running 'Starlight Masil School' to support the daily return of reclusive and isolated individuals ▲expanding 'Self-defense Special Lectures' for general residents.
The fourth sector is 'support projects for crime victims' to help those exposed to crime overcome physical and mental damage and achieve stable living.
The district plans to newly establish coverage items in the 'Resident Safety Insurance' so that any Gwanak-gu resident injured by sexual violence or violent crime can receive compensation. Other initiatives include ▲support for counseling and medical expenses for crime victims ▲emergency temporary protection for female violence victims ▲support for domestic violence victim protection facilities ▲support for sexual violence victim counseling centers.
In addition to establishing comprehensive measures, the district is carrying out various projects for residents' safety.
First, by October, the district plans to replace streetlight facilities that have been in place for over 15 years within the area to create a safe and pleasant nighttime walking environment.
This year, the focus is on a 1.5 km section of Nangok-ro from Nanhyang-dong Community Service Center to Hoam-ro, where streetlight poles, distribution panels, pipes, and wiring will be fully refurbished.
Also, the district will invest 400 million KRW to maintain streetlight malfunctions, accident-prone poles, and facilities that may fall, to prevent safety accidents.
Along with this, based on a full survey conducted last September on crime blind spots and violent crime hotspots, the district will expand the installation of 130 security lights and 3,500 remote monitoring two-way flashers in crime-vulnerable alleys by October. In particular, the two-way management system for security lights is expected to be more effective in preventing crimes in blind spots as it allows real-time detection and repair of security light malfunctions.

District Mayor Park Jun-hee said, “Seeing residents anxious due to violent crimes during abnormal periods last year, I felt a heavy responsibility as district mayor to create a safe city. We will first sufficiently expand infrastructure to fundamentally block crime motives, and spare no effort in creating a safe Gwanak through safety patrols and support for crime victims.
