Systematic Prevention Education and Establishment of Cooperation System with Related Organizations
The Busan Metropolitan Office of Education has rolled up its sleeves to eradicate harmful substances such as narcotics from school sites.
The Office of Education has established and will implement the ‘2024 Narcotics Prevention Education Plan.’
This plan focuses on creating safe schools free from harmful substances such as narcotics by emphasizing ▲systematic prevention education linked to the curriculum ▲building cooperative systems with specialized institutions ▲counseling and management of students exposed to narcotics ▲and fostering a school culture for narcotics prevention.
First, 52 specialized instructors for harmful substance prevention will provide support twice per school, including not only regular schools but also alternative schools and alternative education entrusted institutions. This expands the narcotics prevention education that the Busan Office of Education pioneered nationwide last year by supporting all schools.
Along with this, the plan includes expanding training for parents and teachers, conducting surveys on the misuse and abuse of narcotics and other harmful substances among students, developing and distributing educational materials, and operating traveling musical performances to support systematic prevention education linked to the curriculum.
The Busan Office of Education operates the ‘Harmful Substance Misuse Prevention Advisory Committee,’ composed of active teachers, related institutions, and external experts. It also strengthens educational activities such as ‘traveling prevention education to schools’ and various ‘contests’ in cooperation with related organizations like the Busan Narcotics Eradication Movement Headquarters, Busan Pharmaceutical Association, and Busan Addiction Rehabilitation Center.
In particular, in partnership with these organizations, free testing and counseling programs are provided to students who are at risk of exposure or addiction to narcotics. Additionally, they jointly engage in promotional activities such as campaigns to raise awareness about harmful substances and plan to take the lead in fostering a school culture for narcotics prevention.
Ha Yun-su, Superintendent of Education for Busan, said, “Our Office of Education is doing its best, including strengthening cooperation with related institutions, to eradicate harmful substances such as narcotics from school sites. We will continue to work hard so that our children are not exposed to harmful substances and can healthily nurture their dreams.”
Since signing a business agreement with the Busan Narcotics Eradication Movement Headquarters in 2022, the Busan Office of Education has been dedicated to narcotics prevention education for youth in cooperation with related organizations such as the Busan Pharmaceutical Association.

The Office of Education has provided correct knowledge about drugs and various health management information through the official YouTube channel of the Busan Pharmaceutical Association. Together with the Busan Narcotics Eradication Movement Headquarters, it conducted 400 sessions of traveling narcotics prevention education to schools, 12 musical performances for narcotics prevention targeting elementary schools, and operated narcotics harm contests and campaigns last year.
