The meeting was attended by the head of the Public Investigation Division 3 of the Seoul Central District Prosecutors' Office, the head of Investigation Division 2 of the Seoul Metropolitan Police Agency, and the heads of investigation departments from Hyehwa, Seocho, and Suseo Police Stations, which have jurisdiction over large hospitals in the area.
Previously, the government announced its policy to conduct detention investigations against organizations or individuals leading the medical community's collective actions.
First, the government plans to actively utilize compulsory investigation methods under the law to conduct prompt investigations. Thorough investigations will be conducted not only on medical personnel participating in illegal collective actions but also on those who orchestrate or instigate such actions behind the scenes.
Furthermore, those leading and backing illegal collective actions who do not return to medical practice despite orders to resume work will be subject to detention investigations as a principle, and acts that obstruct normal medical treatment or return to practice will be strictly punished.

Individual residents refusing to return to work will also, in principle, be formally prosecuted and brought to trial. However, if they temporarily participated in illegal collective actions but return to the field early, the circumstances will be fully considered in handling the case. If actual harm to patients' lives and health occurs due to illegal collective actions, the highest level of responsibility will be imposed.
