Assigning Detailed Addresses to At-Risk Multi-Family Households in Incheon... Strengthening the Social Safety Net
Incheon City announced on the 21st that it will undertake a project to assign detailed addresses to vulnerable households living in one-room or multi-family houses. This is to enhance residents' convenience and ensure safety by establishing precise address information.
A detailed address refers to the 'dong (building section) · floor · unit' displayed after the building number in the road name address, providing specific identification of the residence. While apartments and row houses are assigned detailed addresses during construction, one-room and multi-family houses without dong, floor, and unit registered in the building ledger can have detailed addresses assigned either upon application by the owner or tenant, or ex officio by the local government head if deemed necessary for convenience.
Since 2017, the city has analyzed data from the road name address ledger, building ledger, and resident registration to assign 12,778 detailed addresses.
Without a detailed address, there is a high risk of mail being lost or neglected, and in emergencies, it is difficult to locate a specific unit among several similar ones, potentially missing the golden time for rescue. For example, in the case of a woman in her 40s in Jeonju who died last September, although she was identified multiple times as a vulnerable household, the responsible official could not provide help due to not knowing the exact unit number.
To prevent such unfortunate situations, Incheon City has decided to prioritize assigning detailed addresses to vulnerable households and those in welfare blind spots.
When welfare recipients without detailed addresses are discovered during welfare recipient surveys at administrative welfare centers or when detailed addresses are not entered during moving-in registration, the responsible official will notify the district or county address information department, which will promptly assign detailed addresses to these households. Additionally, detailed address plates will be installed on the relevant buildings so that anyone can identify the location information.
Furthermore, in cooperation with the Incheon branch of the Korea Association of Realtors, it will be requested that the consent for the owner's application for a detailed address be included as a special clause in the housing lease contract during realtor job training.

An official from Incheon City stated, "We will work with related organizations to promptly assign detailed addresses to vulnerable households first. We will do our best to discover welfare blind spots and build a social safety net by establishing precise address information."
